Wasn't it another example of "horrible fanfic, just change names and publish as original"? I remember it being talked about in the badfic report communities, but then, some of those will report stuff that isn't so bad. Internet and all...
(As for fire-type characters, well...we probably still have most of the OSW list, as well as canon-senshi Mars, and Lan knows another one from a spitefic I'm working on, I think I may have linked you once...)
